I think after seven years I might be gaining some understanding of a municipal budget. It takes time.
What these past 13 months have helped to explain is the importance of reserves and trust funds for the Town of Yountville. Emergency Reserve, Budget Contingency Reserves, OPEB Trust, PERS UAL Trust are terms we are hearing spoken a lot at the current budget meetings. All these funds are allowing the Town to move forward into the new fiscal year without cutting core services and upgrades for our community. You know we are in good shape when the Council is micromanaging the exact reserve fund to pull for a small stopgap as well as debating the best way to have the Town Bash this year.
