Senior Mobile Home Park Overlay – Additional Details

I include some further details for anyone still confused, which is entirely understandable.

Ordinance 383-10
An ordinance was passed in 2010 to create the Senior Mobile Home Park Overlay and ultimately protect the two mobile home parks in Yountville. As is stated in the title of the Ordinance,
 “…TO CREATE A SENIOR MOBILE HOME OVERLAY COTERMINOUS WITH THE EXISTING MHP ZONE TO LIMIT THE CONVERSION OF ANY MOBILE HOME PARK CURRENTLY EXISTING IN THE MHP ZONE FROM A PARK OCCUPIED PRIMARILY BY RESIDENTS AGE FIFTY-FIVE (55) OR OLDER (SENIOR RESIDENTS) TO A MOBILE HOME PARK ALLOWING RESIDENTS OF ALL AGES.” 
Additionally, in the Recitals, the Ordinance intends to protect mobile home parks. Recital I states explicitly:
“• By this Ordinance the Town establishes a policy and procedure consistent with the Town’s intent to provide “housing for older persons” by:
• creating a Senior Mobile Home Park Overlay Zone, in which at least 80 percent of units must be occupied by at least one person who is age 55 or older;
• by requiring biennial verification of occupancy within the Senior Mobile Home Park Overlay Zone that is consistent with “housing for older persons” as described in the Ordinance’s definition of Senior Mobile Home Park; and
• by providing for enforcement procedures to ensure compliance with the Ordinance.”


Ordinance 21-502
This Ordinance is what the Council was voting on at their September 21 meeting. As the tile of the ordinance states, 
“…AMEND THE ZONING MAP TO DESIGNATE THE PROPERTIES LOCATED AT
6468 WASHINGTON STREET (APN 910-011-507) AND 6424 WASHINGTON STREET (APN
910-011-474) WITH THE SENIOR MOBILE HOME PARK OVERLAY (-S).”

Ordinance 21-502 took the Senior Mobile Home Park Overlay and is putting it (officially) onto the Yountville Zoning Map.

Also, I know there were some emails about pushing this throughwhy so quickly, and why would you waive the first reading? I am happy to discuss all those points further as well. A quick explanation, the Zoning Design Ordinance is being updated over the past 14+ months. Updating the overlay was an aspect of that update, so the discussion has been going on for quite some time. During the update of the ordinances, Town staff and commissioners noted that the overlay was not part of the zoning map. Lastly, waiving the first reading of an ordinance is part of the process for all ordinances.
