UVA Board: Meeting Notes – Feb. 10th

At the February 10 meeting  the Upper Valley Waste Management Agency (UVA) Board approved the 5th amendment to their Joint Powers Agreement (JPA) agreement, pending approval from all of the member jurisdictions. 

The Agency’s members include the County of Napa, the City of Calistoga, the City of St. Helena, and the Town of Yountville. Its operations are governed by state law and the Joint Powers Agreement.

The amendment makes two substantive changes, 1) to allow for the collection of Franchise fees from the Company (Upper Valley Disposal) and distribution of those fees to each of the members; and 2) includes provisions to allow the JPA to implement programs to be compliant with SB 1383, the organics reduction and reuse legislation which was recently passed by Sacramento.  

The UVA (which is the Board of the JPA) is asking that each jurisdiction approve this amendment on or before April 15. In order to facilitate that, UVA Counsel and staff have developed a draft resolution and accompanying staff report for the member jurisdictions to use.  The Town of Yountville will be scheduling this as an agenda item for its March 2 Town Council meeting.  

The most important points here is: 1. the Town of Yountville will be able to reduce its yearly garbage expense, from the Corporation Yard and Community Center, to $0. The yearly cost for that in the past has been around $40,000. 2. The Town of Yountville will be able to collect Franchise Fees from the Upper Valley Disposal (UVD) which will amount to approximately $100,000 a year for our Unrestricted General Fund.
